UK opens PET safeguard probe, registration closes Aug 19

The UK's Trade Remedies Authority opened a safeguard investigation into imported PET resin on 5 August, and exporters have until 19 August to register as interested parties. The case covers virgin PET with an intrinsic viscosity of 74 ml/g or above and recycled PET in the same range, filed under HS codes 3907 6100 and 3907 6900, with a period of investigation running from 1 January 2021 to 31 December 2025. Vietnam's trade remedies authority has urged the Vietnam Plastics Association (VPAS) and affected producers to register before the deadline.

Scope is the detail that decides whether your cargo is in or out. Heading 3907 covers plastics in primary forms, meaning resin and feedstock, not bottles, preforms or finished packaging, which declare elsewhere. Sell PET pellets into Britain, recycled grades included, and you are in the frame.

The 74 ml/g viscosity threshold is the second gate. Pull the technical datasheets that travel with your shipments and check where each grade sits, because that single number decides whether a consignment falls inside the case or outside it.

The complainant argues imports climbed sharply between 2021 and 2025 and caused serious injury to British PET producers, pointing to the war between Russia and Ukraine, a global build-out of PET capacity, and structural change in Asian plastics markets. The injury claim runs across market share, revenue, output, productivity and employment.

From here the TRA notifies the WTO Safeguards Committee, sends questionnaires to domestic producers and interested parties, carries out on-site verification, and weighs provisional measures if the evidence supports them. Virgin and recycled PET resin take the direct hit, since HS 3907 6100 and 3907 6900 are exactly where that cargo declares. Recyclers selling rPET are caught between two policies pulling opposite ways: EU packaging rules that took effect on 12 August lift demand for recycled content (see EU packaging rules from 12 August), while Britain has just opened a safeguard case on the same grade.

Finished packaging, bottles and preforms sit outside heading 3907 and outside this case. The distinction is worth money: in everyday language both are plastic products, but only the resin line has paperwork due by 19 August.

Vietnam exported $9.8 billion of plastics and plastic products in 2025, of which Britain took close to $140 million, down 6.2% on the year. The UK slice is small, but foreign-invested plants account for $7 billion, or 71% of the sector's exports, so most questionnaire responses will be filed by factories where sign-off runs through a parent company abroad. Four days is tight for that.

• Pull the HS codes from the last 12 months of UK-bound export declarations; only 3907 6100 and 3907 6900 are in scope, and finished packaging declared elsewhere is not.
• Check the intrinsic viscosity on your technical datasheets against the 74 ml/g threshold the TRA has set.
• Register through the TRA's Trade Remedies Service before 19 August, even on small volumes.
• Assemble export figures from 1 January 2021 to 31 December 2025, matching the period of investigation the questionnaire will ask about.
• Coordinate through VPAS rather than filing plant by plant.
