An equipment importer brings in a packaging line for the first time. The same machine can be classified two ways, several percentage points of import duty apart, and the overseas seller declares whichever way suits them, not the Vietnamese tariff.
The correct sequence: check the HS explanatory notes against how the machine is actually built, review published classification analysis results for similar goods, and where risk remains, file for an advance ruling with customs. Total duties are calculated and sent for your approval before the declaration is filed.

It depends on the product line. Many goods imported from China with a valid Form E pay 0% instead of 5 to 20% MFN. The conditions: meeting the rules of origin and a C/O free of formal defects. Homexim checks the C/O before cargo arrives, because a rejection at clearance means the preference is lost for that shipment.
Red channel means physical inspection. Homexim prepares the supporting file in advance, puts staff on site to supervise the inspection, and resolves issues on the spot. The target is same-day clearance so cargo never sits accruing demurrage and storage.

With a complete, clean file, as a reference: green channel clears almost immediately after filing, yellow is usually worked within the working day, and red adds 1 to 2 days for physical inspection. The slowest part is rarely the declaration itself but the preparation: missing permits, defective C/O, unregistered specialized files. That is why Homexim reviews the file before cargo arrives instead of starting at the port.
