Vietnam's Ministry of Industry and Trade opened an anti-dumping investigation on 6 November 2026 into certain cold-rolled stainless steel products originating from China, Indonesia and Taiwan (China). Decision 2948/QĐ-BCT designates the case AD25.

The case covers 9 HS codes: 7219.32.00, 7219.33.00, 7219.34.00, 7219.35.00, 7219.90.00, 7220.20.10, 7220.20.90, 7220.90.10 and 7220.90.90.
Two domestic producers filed the petition on behalf of the industry: Posco VST Co., Ltd. and Tan Viet Metal Science and Technology Co., Ltd. The investigating authority first asked them for more information on product scope, evidence of dumping, injury and causation, then found the file complete and valid. The legal basis is Decree 86/2025/NĐ-CP of 11 April 2025.
What happens next
This is only the initiation. No duties have been imposed.
The investigating authority will send sampling questionnaires to known foreign producers and exporters and to their representatives in Vietnam. A party that answers late will be treated as uncooperative. If there are many exporters or product types, the authority may select a sample.
A second questionnaire will follow, covering dumping, injury to the domestic industry and causation. If needed, the Ministry can impose provisional anti-dumping duties based on preliminary findings. The information parties submit will be verified, and public consultation will take place before the final conclusion.
Impact by commodity
Importers, distributors, traders and users of this type of steel brought in from the three origins are all within reach of the case. Goods from other origins, or under HS codes outside the list of 9, are not covered.
The HS code alone is not enough. The product description in the decision is the final test, so check the goods description on the customs declaration against it too.
This case is unrelated to Taiwan's investigation of cold-rolled stainless steel imported from Vietnam, where Vietnam is the investigated party. See Taiwan investigates Vietnamese stainless steel. For goods coming into Vietnam, see also steel import procedures.
What importers should do
Review your declarations for cold-rolled stainless steel originating from China, Indonesia or Taiwan (China). Match the HS codes against the 9 codes in case AD25, then compare the goods description with the product description in the decision.
Decide by 5 January 2027 whether to register as an interested party. The Ministry encourages organizations and individuals that trade in or use the product under investigation to register. The deadline is 60 working days from the date the decision takes effect. File the interested-party registration form through the TRAV ONLINE system (online.trav.gov.vn), or send it by post or email.
Ask your overseas suppliers whether they have received the sampling questionnaire and who is handling the response. A late reply is treated as non-cooperation.
Do not mix up the two cases when dealing with partners. AD25 is Vietnam investigating imports, while Taiwan's case targets Vietnamese exports.
