The US Commerce Department has set preliminary countervailing duty (CVD) rates of 74.39% on eight Vietnamese air compressor makers, 37.20% on all other Vietnamese companies and 0.35% on Hybest-Vietnam, a de minimis level. Commerce announced the finding on September 29, 2026. It takes effect October 1, 2026, according to the Federal Register notice. Vietnam's Ministry of Industry and Trade reported the news on October 1.

The case is C-552-857, covering fixed and portable air compressors from Vietnam, China and Malaysia. Petitioner MAT Industries, LLC filed on April 30, 2026. The period of investigation is calendar year 2025.
Who gets which rate
Hybest-Vietnam LLC is the only Vietnamese company with its own rate, and it is low at 0.35%. Commerce did not ask US Customs and Border Protection (CBP) to suspend liquidation of Hybest shipments.
Eight companies received 74.39% based on adverse facts available. The ministry describes them as non-cooperating respondents:

- Fusheng Đà Nẵng Branch
- Fusheng (Vietnam) Industrial
- Jinfeida (Viet Nam)
- Hongkong Sun Rise Trading
- TTI (Vietnam)
- Tu-Seiki Air Compressor JSC
- Victor Auto Appliance
Any Vietnamese company not on this list falls into the "all others" group at 37.20%.
When deposits start
For every company except Hybest, CBP collects cash deposits equal to the preliminary rate. The deposits apply to goods entered, or withdrawn from warehouse for consumption, on or after the Federal Register date of October 1, 2026.
The preliminary rate is not the final duty. Deposit amounts may change once Commerce issues its final determination.
By comparison, trade.gov lists rates of 3.84% to 112.29% for China and 92.86% for Malaysia. Both Vietnamese rates are below Malaysia's. The 74.39% rate for the eight non-cooperating firms is well above the 37.20% "all others" rate.
What comes next
The final CVD determination is tied to the final in the parallel antidumping case. The expected date is February 2027. Trade.gov gives February 11, 2027, while the Federal Register says no later than February 10, 2027, and the date could be postponed. Before then, Commerce will carry out on-site verification and parties will submit comments.
Impact by commodity
The case covers air compressors under four HS codes: 8414.80.1615, 8414.80.1625, 8414.80.1635 (fixed) and 8414.80.1685 (portable).
According to antidumping.vn, Vietnam shipped about 81 million USD of these goods to the US in 2025. That is a 6% market share and 42% more than in 2023. The trade is small but growing fast. The petition names 12 Vietnamese producers and exporters.
Exporters in the non-cooperating group and the "all others" group face heavy deposits. Hybest escapes them. The US importer posts the deposit, so the price term (FOB or DDP) decides who bears the cost in practice. That is an inference from how deposits work, not a provision of the notice.
What to do
- Now: check the four HS codes on your declarations, and confirm which group your producing and exporting entity falls into (Hybest, the eight non-cooperating firms or "all others").
- Before shipments entering the US on or after October 1, 2026: agree with your US buyer who pays the deposit, and put it in writing.
- If Commerce selects you for verification: stay in contact with your case counsel and answer every Commerce request, ahead of the final determination expected in February 2027.
