From CMIT to Jebel Ali: how the route works

CMIT sits in the Cai Mep-Thi Vai port cluster. Its shareholders are APM Terminals, Saigon Port and VIMC, and it serves as the southern home terminal of the Gemini alliance (Maersk and Hapag-Lloyd).

Cargo from factories in the Southeast region is trucked straight down to CMIT. Plan your trucking hours and gate-in time ahead of cut-off. Gemini links Southeast Asia to its Asia-Middle East service through the Tanjung Pelepas and Singapore hubs, using shuttle vessels. Check your booking for the exact transshipment port. The destination, Jebel Ali, is run by DP World and handled 15.5 million TEU in 2024.

Transit, transshipment and the Strait of Hormuz

Maersk has no direct sailing to Jebel Ali yet. Every sailing transships once or twice. Maersk run about 1 sailings a week, with transit of 30 to 43 days. Later sailings on the schedule transship twice and are noticeably slower, so don't promise a delivery date based on the fastest one.

The Strait of Hormuz is disrupted. Maersk's advisory, updated through the end of September 2026, says the line has paused bookings to many Gulf countries. For the UAE it accepts only Khor Fakkan and Jebel Ali via landbridge: boxes are discharged at Khor Fakkan or Fujairah, then trucked on to Jebel Ali under customs supervision. The situation changes fast, so recheck routing, discharge port and surcharges before you confirm a booking.

UAE-VN form C/O under CEPA: 0% or 5% duty

Goods from outside the GCC entering Dubai pay the common 5% import duty on CIF value, plus 5% import VAT. The Vietnam-UAE CEPA was signed on 28 October 2024 and took effect on 3 February 2026. Under it, the UAE eliminates duty on 99% of tariff lines for Vietnamese-origin goods. Without a valid proof of origin, your consignee in the UAE pays 5%.

Circular 24/2026/TT-BCT (effective 5 May 2026) allows three ways to prove origin: a UAE-VN form C/O, self-certification by a qualified exporter, or self-certification for consignments worth no more than USD 500. Goods that are not wholly obtained must meet a change in tariff heading (CTH) or a qualifying value content (QVC) of at least 35% of the ex-works price. Keep your bill of materials and raw material purchase invoices on hand to back this up. Get the origin document issued before the vessel sails, and send the original or an electronic copy to your consignee with the rest of the document set.

Invoices, UAE import documents and peak season surcharge

Since 1 February 2023, commercial invoices for goods valued at AED 10,000 or more entering the UAE must be e-legalized through the UAE Ministry of Foreign Affairs' eDAS system. The UAE importer handles this and pays the fee. The invoice and the C/O must match, so check both together before you issue them.

The UAE import document set includes the B/L, invoice, C/O, packing list and D/O, plus permits for regulated goods. The declaration is filed electronically through Dubai Trade. Maersk has adjusted its peak season surcharge (PSS) for cargo from the Far East, including Vietnam, to the UAE and the Gulf, effective July 2026.
