Tan Vu to Shanghai: direct sailings from a river terminal

Tan Vu is a river container terminal run by Hai Phong Port JSC on the Dinh Vu peninsula. Under Decision 1241/QĐ-CHHĐTVN of the Hai Phong Maritime Administration (4 June 2026), it takes vessels up to 20,000 DWT fully loaded, and vessels from 20,000 to 55,000 DWT with reduced loads. That suits feeders and mid-size intra-Asia ships. Lach Huyen (HHIT) is different: it handles the larger deep-sea vessels.

On Maersk's current schedule, ships run direct from Tan Vu to Shanghai with no transshipment. Maersk operate about 1 sailings a week, with transit of 5 to 8 days. Name Tan Vu on the booking. Lach Huyen and Dinh Vu are close together, and boxes are easily dropped at the wrong yard.

Shanghai has three main container areas: Yangshan, Waigaoqiao and Wusong. Ask the carrier for the exact discharge terminal so the consignee can book trucking.

The 24-hour manifest rule and the consignee's USCI code

GACC Order No. 56 [2017], in force since 1 June 2018, requires carriers to send the manifest to Chinese customs 24 hours before loading at the foreign port. Short routes are not exempt.

The shipping instruction must show the shipper, the consignee (or the notify party if the B/L is "To Order") and the company code. On the Chinese side, enter "USCI + code", or "OC + organization code" if there is no USCI. On the Vietnamese side, enter the enterprise code. A manifest with missing data is rejected, so get the code from the buyer before you file the SI.

Form E C/O, and documents when cargo arrives before the paperwork

Form E (ACFTA) C/O is issued under Circular 12/2019/TT-BCT. Goods that are not wholly obtained must meet a minimum RVC of 40% of FOB value, or a change in tariff heading at 4-digit level (CTH). The C/O is valid for 1 year from the date of issue, and the original goes to the importing country's customs. Consignments with an FOB value of USD 200 or less are exempt from submission. Both countries are RCEP members, so for some products it is worth comparing RCEP duty rates too.

Apply for the C/O before the vessel sails. A C/O can still be issued after shipment, within 12 months of the shipment date, but it must be marked as issued retroactively. With transit of only a few days, couriered originals of the C/O and B/L can arrive after the cargo. The usual fix is a surrendered B/L or telex release, plus sending the C/O early. Agree the approach with the buyer before the goods ship.

Food, wooden packaging, peak periods and Shanghai-side charges

For food cargo, check the factory's GACC registration before you sign the contract. GACC Decree No. 280 (issued 14 October 2025, in force 1 June 2026) governs registration of overseas food manufacturers. Products on the recommendation list need a recommendation letter from the competent authority of the exporting country, plus an inspection report. A factory without a registration number will struggle to clear customs.

Pallets and wooden cases must be treated and stamped with the IPPC mark under ISPM 15, because China quarantines wooden packaging.

Discharge and clearance in Shanghai slow down before Tet (both countries are on holiday and Chinese factories close) and before China's National Day at the start of October (Golden Week). Lock in bookings early.

Who pays Shanghai-side charges (THC, D/O and other local fees) depends on the incoterms. Put it in the contract.
